graphic editing Gui for crafting cd (Leeds)

we are looking for someone to design and code a Gui that can be included on a crafting cd. the main features that are required are as follows there may be more requirements but at the moment this is an idea in progress) able to import images from cd able to add images in a layered format able to add shadowing to layered images have sliders for hue contrast and other colour options to one or more layers be able to scale images automatically to specific sizes and also manually at the moment it will be windows based with an eye to be ported to macs at a later date or within the original coding. what we are looking for is a time scale for the coding and design and a rough price so we can look at the financial impact on the project. the programmer will have full credits on all software and final production cds
