Exporting and creating analysis tools Excel Access Sql (Levenshulme)

Hi all Currently run a Ms-Dos system on a windows system. We require a experienced contractor to come in convert .csv files into excel access sql format. A tool has to be created to be able to do this weekly. From the database created want to run key performance indicators and be able to monitor results daily weekly with the use of spreadsheets and graphs. Again this will all need to be set up into a tool to be run weekly. Ideally has to have a lot of experience in creating business solutions for the above requirement.
